Project Linking Actions for Unmet Needs in Children’s Health (LAUNCH): Using a public health approach, the initiative’s objectives are designed to increase family and youth involvement and ensure that young children ages birth-8 and their families have comprehensive and coordinated mental health services needed to sustain gains.  The Delaware Children's Department's Division of Prevention and Behavioral Health and the Department of Health and Social Services' Division of Public Health co-lead this project in partnerships with the Red Clay Consolidated School District, Early Learning Programs, Nemours Children’s Health System, and key stakeholders within a specified area of the city of Wilmington identified as at-risk. Activities include screening and assessment, integration of behavioral health into primary care, mental health consultation in early care and education, enhancement of home-visits with a focus on social and emotional well-being, and parent skill training. C-TECC works in conjunction with LAUNCH partners to evaluate the effectiveness of LAUNCH’s core strategies and provide feedback on the logic model, assessment of system change and program services, and ultimately propose a community-wide population outcome study using collected and existing data. C-TECC collects and regularly reports data and oversees the evaluation effort in multiple settings using a variety of qualitative and quantitative methods.
